Introduction
PPPs, as they have come to be popularly referred, are methods of procurement by governments where there is a larger number of stakeholders involving the government, the private sector, and the general public is securing services and, or goods. The model focuses on the delivery of services, products, and infrastructure to the public. The areas under focus transcend a broad span, including water treatment, transportation, health, education, energy, environment, among others. It is a common belief that PPP is a great approach to handle the provision of services and products to the public. The procurement strategy is known as the Public-Private Partnership. As the name suggests, the program is meant to encourage the government to involve the private sector and the general public in the provision of public services. Both phenomenology and grounded theory are commonly used approaches to qualitative research in the social sciences. While grounded theory and phenomenology can sometimes be used simultaneously in ways that “slur” or “blur” the distinction between multiple qualitative methods, researchers in education should ultimately focus their attention on the best method for exploring single, focused research questions and their real-world applications (Baker, Wuest, & Stern, 1992, p. 1355). Grounded theory has been described as a “practical method for conducting research” that shows how people construct meaning about their social world (Suddaby, 2006, p. 633). Therefore, grounded theory is sociological in origin and linked to the concept of symbolic interactionism (Starks & Brown Trinidad, 2007). The state vowed to protect them against harm but in doing so, formulated a federal agency to carry it out swiftly. U.S. marshals are held in high regard in society since they serve the American people. During slavery, a federal agency was formed through a Judiciary act in the constitution to help handle fugitives. Policing America was necessary post-segregation era since the African Americans needed protection against harm, discrimination, and criminalization. The U.S. marshals provided security for them, fulfilling their duty of call to the American people.
