As Webster and Rivers (2018) point out, the notion of resilience has been promoted in a variety of fields and essentially research on it has focused on the need for individuals to “toughen up”—particularly in what has been called a “snowflake” culture, a term popularized by the 1996 Chuck Palahniuk novel Fight Club. As Palahniuk said later when the book was made into a cult hit film, “Every generation gets offended by different things but my friends who teach in high school tell me that their students are very easily offended…The modern Left is always reacting to things. Once they get their show on the road culturally they will stop being so offended” (Londoner, 2017). Hurricane Maria was the strongest hurricane to strike Puerto Rico in nearly a hundred years when it made landfall on the tiny island state in September of 2017 (Amnesty International, 2018). Maria followed upon the heels of Hurricane Irma, which had struck the island only a mere matter of weeks before. Nearly 3000 died as a result, according to Puerto Rico’s Governor and tens of thousands of people were displaced and forced to take up temporary shelter that gradually took on a character of permanence as the island struggled to cope with the devastation of the Category 4 hurricane (Amnesty International, 2018). Losses were estimated at some $90 billion. The fact that Puerto Rico was still reeling from the damages caused by Irma, which hit on September 6th, meant that local organizations were ill-prepared to cope with a second larger hurricane on September 20th. A far greater number of US citizens become victims of gang-initiated violence as compared to mass shootings or terrorist attacks. Gang members contribute to a disproportionately high percentage of the violence and crimes witnessed in the nation. Roughly two-thousand gang-linked murders are reported across the country per annum, which makes up 13% of overall murders in the nation. America's gang-connected murder rate alone (approximately 2 for every 100,000 individuals) goes beyond the overall rate of murders in almost every nation in the EU (Pyrooz & Densley, 2018). The FBI (Federal Bureau of Investigation) claims that as many as 33,000 motorcycle gangs, prison gangs, and aggressive street gangs are currently offending across the country (FBI, n.d.), several of them being highly organized and advanced. Introduction
One of the problems with the “war on terror” as first conceived in the wake of 9/11 was that it lacked objectivity and realism (Taddeo, 2010). The mission calculus was unclear, the operation involved lacking in all the variables of iSTART (ideology, strategy, tactics, accounting/financing, recruitment, targets). What was the aim of the counterterrorism operation in Afghanistan? Numerous negative consequences of the mission followed: the liberation of the poppy fields and the spike in the heroin trade around the world that decimated communities, including American ones back home (Felbab-Brown, 2017); the rise of the Islamic State throughout the Middle East (Barton, 2016); two trillion dollars in costs in addition to the loss of 2,400 US soldiers and the deaths of nearly 40,000 Afghani civilians (Almukhtar & Nordland, 2019).
