By the 1950s, America had moved on from the turmoil of WW2 and was enjoying a bit of peace and prosperity. The Cold War was but a looming threat that would escalate fiercely in the 1960s—but in the 50s, Americans were generally content to enjoy themselves. Still, the specter of Communism loomed and had been perceived as an encroaching problem in Hollywood since the 1930s. Following WW2, Senator Joe McCarthy began his crusade to raise awareness about this specter by flaunting a list of Communists that he knew were secretly hiding in the American government. As fear grew that the Soviets had infiltrated American society, the list grew to include others in other spheres—including Hollywood, where writers suspected of propagating Communist ideology and subtly inserting it into American films came under scrutiny. Deception is at the core of counterintelligence: yet, it is a problematic core because of the corruption associated with deception in ethical systems. Mattox (2002), for example, observed that the practice of deception “is subject to limitations imposed by the demands of morality” (4). Unfortunately, morality within the realm of counterintelligence is often the first casualty, as history shows (Valentine 2016). The official beginnings of counterintelligence under the leadership of James Jesus Angleton have illustrated the extent to which the art of deception can create problems within the intelligence community (Morley 2017, 69). Within this community itself there is no standard ethical framework applied (Bailey and Galich 2012, 77). The Incident Command System (ICS) is a standardized organization model or method for incident response and management during disasters. The system is made up of standard management and leadership hierarchy procedures, including processes meant to support various types of incidents. It does not just respect jurisdictional and agency authority, but also supports synchronized efforts among different disaster response and management teams and agencies. ICS supports fast, effective and efficient development of universal planning processes and management of facilities, personnel, communication, and equipment within a common structure of organization and operations. Based on pre-determined standards that involved authorities agree upon, personnel are trained in a common language and processes, and tasks assigned to each. The ICS system ensures that disaster response teams experience increased organization from the initial phases of a disaster all the way to its conclusion (Lutz and Lindell, 2008).
