The major problem that New Orleans faced in the wake of Hurricane Katrina was a lack of preparedness and leadership at both the local and the federal level. New Orleans’ Incident Command System (ICS) was not prepared for the type of flooding the city saw. Prior to the hurricane, the ICS had really only been trained in responding to fires. The ICS failed to know what steps to take to respond to the various needs of the people at the time (Samaan & Verneuil, 2009). The emergency operations center (EOC) was more of a liability than an asset as it had not been trained for such a disaster either. The Institute of Medicine (IOM) in its Future of Nursing report stated that there is a need for nurses to be able to practice to the full extent and scope of their education and training (IOM, 2010). In doing so, the belief was that this would increase access to care and provide nurses with the opportunity to practice as they were trained. O’Brien (2003) notes, after all, that the whole reason APRNs began being trained in the latter half of the 20th century was to fill the gap being left behind by primary care physicians as they left their primary care practice to go work for specialized medicine. Higher Education Labor Rights Faculty Tenure
...Duty Tenure refers to a legally secure position, an “indefinite appointment” at an institute of higher learning (AAUP, 2019, p. 1). Of course, extenuating circumstances may enable the educational institution to sever the contract and terminate the tenured faculty. One of those extenuating circumstances would be financial exigency: an unavoidable and unfortunate situation in which the institution experiences severe budget shortfalls and must completely reconsider reallocating resources in order to remain viable at all. A similar extenuating circumstance that may legally permit the termination of a tenured faculty member would be the restructuring of the institution to the degree that whole departments were eliminated, thus eliminating all associated faculty within that department. Other extenuating circumstances that would legally permit the institution to terminate tenured faculty would be serious legal or ethical violations. Otherwise, though, tenured faculty enjoy greater job security and benefits versus their non-tenured colleagues.

Qualitative researchers have a number of different research strategies available to them, including case studies, phenomenology, grounded theory and ethnography. Each of these research strategies has its respective strengths and weaknesses, but ethnography in particular represents a special challenge since it seeks to learn more about a group of people from the perspective of an insider. The purpose of this paper is to provide a review of the relevant literature to identify and describe and benefits of ethnographical research as a strategy for developing a better understanding concerning the lived experiences of others. A critique of Dr. Loïc Wacquant’s ethnographical work and a discussion concerning its implications for social change are followed by a description concerning the potential impact of research in supporting positive social change through public policy in the paper’s conclusion.
