Purpose Statement
Chemical, biological, radiological, and nuclear (CBRN) weapons of mass destruction (WMD) area a threat that can completely disrupt an entire nation’s way of life. The current situation in China is a perfect illustration of what can happen when a biological weapon is used to destabilize a nation’s economy. China is currently grinding to a halt as the Covin-19 virus spreads like wildfire through China. The example shows how devastating a WMD can be when used in an attack. The purpose of this study is to examine ways to prevent or reduce the risk of a CBRN WMD attack. By looking at the use of international treaties, the rise of terrorism, and counter-proliferation strategies, this paper will assess the measures available for achieving the aim.

Prior to 1982, share buybacks by public companies in the open market in the U.S. were illegal. That year the Securities and Exchange Commission (SEC) passed Rule 10b-18, which created a legal process for executing share repurchases (Reda, 2018). Since that time, many companies have engaged in share repurchasing. As Egan (2018) notes more than $400 billion were allocated by companies to share buybacks in 2018. The reason this is relevant is that it shows a dangerous trend of allowing considerably vast sums of money to be used in share repurchasing programs: conflicts of interest are inevitable and moral hazard can result (Chan & Hoy, 1991; Choi & Maldoom, 1992). Leaders and directors of companies are often incentivized to perform by being given shares and options in the company. One of the goals of the G. W. Bush Administration, which launched the War on Terrorism campaign, was to “end the state sponsorship of terrorism” (White House, 2003). The top goals of the Bush Administration, however, were to defeat Bin Laden and Al-Zarqawi, as well to identify terrorist organizations and demolish them. The first two goals have been accomplished. The latter is dependent upon eradicating state sponsorship of terrorism. Thus, as shall be seen in this strategy paper, ending the state sponsorship of terrorism should be the number one goal of this administration, as state sponsorship is the primary means by which terrorism continues to this day (Malzahn 2002).

Why Did The Union Win The Civil War

There were several factors that led to a Union victory in the Civil War. One of the most important ones was Lincoln’s Emancipation Proclamation. This not only liberated all slaves in Confederate held states so long as they agreed to fight for the Union, it also made slavery one of the primary issues of the war from that point on. This was especially important for the South’s hope of foreign assistance from England. England had already banned slavery and so now that Lincoln had made slavery the main issue of the war through his Proclamation, England could not very well lend support to the South—because then it would essentially be lending support to slavery.
