Abstract
This paper examines the manner in which the hip hop grew out of the Civil Rights Movement and became a way for disenfranchised black youths, marginalized by society, to express their thoughts and feelings on a world that did want them to rise up. The history of hip hop and its culture is thus a rich one and a complex one that both celebrates youthful joys and energy while also taking different roads towards instigating a dialogue as well. Some hip hop artists have been thoughtful and have challenged the status quo with lyrics and albums that have provoked discussion in a sober-minded way (such as was the case with Tupac Shakur), while others have been more provocative and have set out to disrupt the status quo……

At any point in time but especially during periods of social and political unrest, American citizens look to law enforcement authorities to provide them with the informed guidance and support they need to navigate their ways through these challenging times successfully. It is therefore incumbent upon law enforcement agencies at every level to create an organizational culture that places a high priority of ethical policing practices and to develop ethical leaders that can model the way for their subordinates. To this end, the purpose of this paper is to provide a review of the relevant literature to explicate the importance of ethical leadership and to identify strategies for developing ethical leaders in law enforcement today. A summary of the research and key findings concerning these issues are presented in the paper’s conclusion.

Introduction
In early 2020, January 3, the U.S. launched airstrike attacks around Baghdad International Airport and killed two of the most influential leaders in Iran, Iraq, and the surrounding regions. The strike killed Qassem Soleimani, the Islamic Revolutionary Guard Corps- Quds Force's Major General, and Abu Mahdi Al-Muhandis, the Deputy head of the Popular Mobilization Commission, and also the founder of the militia known as Kata' ib Hezbollah (Jahanbani, 2020). The strikes happened when there was an escalating conflict between the US, Iran and Iraq. This was after December 27, 2019, when a famous proxy from Iran by the name Kata' ib Hezbollah killed several pro-Iranian Militia members and a U.S. citizen four days down the line. The “expulsion” of Boris Berezovsky from Russia under the Putin Regime sparked a chain of events that led to Ukraine’s upheaval. Though considered an “expulsion” by the Russian billionaire, Berezovsky was actually summoned to appear for questioning by the Prosecutor General but chose to remain in exile in UK and obtain political asylum there (BBC, 2012). The story is worth telling because what followed in the geopolitical spat between Berezovsky and Putin impacted Ukraine and millions of lives there, and the telling reveals the fragile nature of the democracies of Eastern Europe in general in the post-Soviet era. Without any set moral guidelines and stipulations, a country’s criminal justice system is not capable of accurately meeting the needs of its people. The role of the system is to penalize poor conduct and make sure that victims of crime are well compensated for any of their losses (Braswell, McCarthy & McCarthy, 2017; Souryal & Whitehead, 2019). Ethics are valuable in such systems because they offer both the victim and the accused fair justice application (Kramer, 2018). In this essay, the significance of ethics within the criminal justice system is discussed.
