Athens is most famous for being the ancient city-state to represent democratic government and in a way the city-state was best situated for democracy: the people were educated and keen on performing their civic duty—at least for a generation or two. By the time the playwright Aristophanes came along, some Athenians were shirking their civic duty to the extent that the satirist penned his most attack on Athenian complacency. In early 2020, January 3, the U.S. launched airstrike attacks around Baghdad International Airport and killed two of the most influential leaders in Iran, Iraq, and the surrounding regions. The strike killed Qassem Soleimani, the Islamic Revolutionary Guard Corps- Quds Force's Major General, and Abu Mahdi Al-Muhandis, the Deputy head of the Popular Mobilization Commission, and also the founder of the militia known as Kata' ib Hezbollah (Jahanbani, 2020). The strikes happened when there was an escalating conflict between the US, Iran and Iraq. This was after December 27, 2019, when a famous proxy from Iran by the name Kata' ib Hezbollah killed several pro-Iranian Militia members and a U.S. citizen four days down the line. I have both personal and professional reasons for wanting to develop a lifelong learning plan. I am in Clarksville, TN, near the Army post at Fort Campbell, Kentucky and am currently a federal employee—but my goal is, upon completing my Master Degree in Health Care Administration, to work in the Army Substance Abuse program. This is my goal because in my childhood I saw my mother struggle with substance abuse and experienced what it is like to grow up in that kind of environment. While she struggled with addiction, my brothers and I bounced from post to post—there was a lot of instability and we all suffered as a result of it. Introduction
The functions of the historical state correctional system have changed since the founding of the nation more than 200 years ago. The Jacksonian Era, the Era of Reconstruction and the Progressive Era on up to the reform of the 1970s all effected different changes to the function—i.e., the goals and activities—of the correctional system. Pennsylvania’s state correctional system was the first to introduce solitary confinement as a way of removing the deviant element from society. This was part of William Penn’s attempt at social reform, a fundamental characteristic of his Quaker ideals (Fantel, 1974). The goal of Penn’s plan was to promote moral rehabilitation and it was believed that through the inmate’s lengthy time alone to reflect on his misdeeds he would begin to develop the moral resolve to reform himself and become a better contributing member of society.
