Although intensive research is underway, there is no cure currently available for Ebola and the death toll attributable to this disease continues to increase. To date, there have been nearly 30,000 cases of Ebola infections that caused more than 11,000 deaths, primarily in West Africa, but the disease has the potential to spread worldwide unless first responders, emergency management managers and the health care community take aggressive steps to identify infections and contain outbreaks. The military provides an opportunity for men and women to serve their country. However, in the conduct of that service there are certain risks that can damage the mental health of military servicemen. Those risks can be associated with PTSD incurred from situations in combat, abuse, drug addiction, or lack of a positive value system that causes a soldier to deteriorate from within as he has nothing beyond his duty in the military to give him meaning or to sustain him through the long hours, months and years. Hurricane Maria was the strongest hurricane to strike Puerto Rico in nearly a hundred years when it made landfall on the tiny island state in September of 2017 (Amnesty International, 2018). Maria followed upon the heels of Hurricane Irma, which had struck the island only a mere matter of weeks before. Nearly 3000 died as a result, according to Puerto Rico’s Governor and tens of thousands of people were displaced and forced to take up temporary shelter that gradually took on a character of permanence as the island struggled to cope with the devastation of the Category 4 hurricane (Amnesty International, 2018). Losses were estimated at some $90 billion.
