In fact, in some professions, replacement costs for employees can easily equal their annual salary or even more, so identifying strategies to reduce turnover rates represents a valuable and timely enterprise. To this end, the purpose of this proposal is to provide a description of the problems of interest and what can be done to mitigate these issues. A description of the implications of implementing the career management program is followed by the key recommendation that emerged from the research. These recommendations include providing employees with a career management plan that motivates them to acquire additional education and training as well as instilling an enhanced sense of organizational loyalty to reduce turnover levels. Public Policy Issue
This policy will mandate that mandatory staffing ratios be met by hospitals throughout the nation. This is an important public policy issue because it would oblige hospitals that are part of the Medicare program to create a committee that is partly made of nurses who can discuss the issue of staffing. As Fowler and Comeaux (2017) point out, staffing is still a major challenge for nurses. If there are too few nurses on staff it can lead to nurse burnout. The right ratio of nurses to patients is required to prevent nurses from being overburdened (Martin, 2015). The reason I selected this policy is because it is clearly important to nurses’ own health and ability to do their jobs. Today, the right of adults to refuse medical treatment when they feel it is not in their best interests is universally acknowledged, and physician-assisted suicide is even legal in nine states and the District of Columbia (Physician-assisted suicide, 2019). A growing number of health care providers are also maintaining that the right to refuse medical care extends to young people as well, but this issue is particularly contentious because the vast majority of adults in the United States believe that children need and deserve special protections that preclude end-of-life decisions. Drawing on a virtue theoretical framework, the purpose of this paper is to examine the arguments in support of and against allow minors to make end-of-life decisions for themselves, followed by a summary of the research and important findings concerning this issue in the conclusion.

That dilemma is related to the issue of how to approach end-of-life treatment. For instance, some individual have strict preferences when it comes to whether or not they want to be resuscitated or kept alive by a machine. Others have no instructions set aside before hand for care providers and family to go by.
