Introduction
Phillips observed a consistent inverse relationship between wage inflation and unemployment when he analyzed data from the UK spanning nearly a century from 1861 to 1957. The explanation Phillips gave was simple: the lower the unemployment rate, the more employers had to do to attract talent and raising wages was one of the primary ways to do just that (Wulwick, 1987). In a tight labor market, companies would race to quickly raise wages, and during periods of higher unemployment there would be less pressure to incentivize workers as the latter would consider themselves fortunate just to have a job. Since wages offered laborers are linked to prices businesses charge consumers (Lucas & Rapping, 1969), it was not long before economists applied the Phillips curve to inflation in general rather than to only wages. Race has always been a cultural factor in the U.S. and it is certainly a factor in today’s criminal justice system. James (2018:30) has shown that current “research on police officers has found that they tend to associate African Americans with threat” (30). A significantly higher percentage of the African American population is incarcerated than any other population in the U.S. And, worse, as Lopez (2018) points out, “Black people accounted for 31 percent of police killing victims in 2012, even though they made up just 13 percent of the US population.” The evidence indicates that African Americans receive a disproportionate amount of attention from police and are disproportionately punished and incarcerated because of institutionalized racism within the American ruling class. Cyber espionage has become a critical component of modern cyber warfare as nation-states increasingly rely on cyberspace. However, cyber espionage had generated concerns regarding its acceptability given its potential threats to national security. This qualitative case study research explores the proposition that cyber security should be deemed an acceptable state behavior while cyber attack is unacceptable. This study seeks to answer the question, “How is cyber espionage an acceptable state behavior for intelligence gathering though it potentially damages relations between nation-states?” The qualitative case study examined existing studies on this issue and employed thematic analysis to analyze the data. The study found that cyber espionage is an acceptable state behavior since it plays a key role in cyber warfare, helps to establish appropriate countermeasures against cyberattacks and potential threats in cyberspace, and enhances intelligence gathering. Agency theory is a theory explicating the relationship between the shareholders, who act as the principals, and the managers, who act as the agents. Within this relationship, the principal either employs or delegates an agent to carry out work and take actions in the best interests of the principal (Scott and O’Brien, 2003).
Imperatively, when the decision-making power and authority is delegated to another party, this can result in a loss of efficiency and subsequently increased costs. For instance, if the owner of a company partakes in the delegating of decision-making power to a manager, the agent in this case, it is conceivable that the manager will not work or operate as hard and with determination as the owner would, bearing in mind that the manager does not have any direct shares in the financial results of the company (Tearney and Dodd, 2009).
