This article primarily focuses on how employees should treat trade secrets legally. The authors argue that as agents or former agents of companies, employees should not disclose trade secrets or any other important confidently information to anyone. Neither should they use it. Privatization, in the realm of government contracts, could be conceptualized in terms of outsourcing and contracting out. Here, the government reaches out to firms in the private sector to avail essential and other critical services. There are various benefits that could be realized as a consequence of such a move. These include, but they are not limited to, enhanced efficiency and access to higher skill levels. To a large extent, the competitive nature of such engagements results in greater efficiency in as far as service delivery is concerned. It is important to note that in principle, the government contracting system ought to not only be competitive, but also open. In some instances, however, this has not been the case. This is more so the case given that some of the contracts awarded in the past have not sufficiently followed the competitive bidding ideals. Further, in some instances, the government has held the short end of the stick in as far as risk is concerned due to cost-plus contract awards. Yet another major concern in this realm has been lack of systems to not only oversee, but also monitor private contractors. In this case, the government has in some instances failed to actively utilize past performance evaluations. The situation is further complicated by the fact that most of the private contractors engaged by the government have extensive contacts inside the U.S. government, have vast resources at their disposal, and are relatively well-established in their respective industries. With this in mind, there is need to conduct a review of the present U.S. government contracting practices and evaluate private contractor behaviors. A study of this nature would enable us to evaluate the effectiveness of the U.S. government contracting process.

PPPs, as they have come to be popularly referred, are methods of procurement by governments where there is a larger number of stakeholders involving the government, the private sector, and the general public is securing services and, or goods. The model focuses on the delivery of services, products, and infrastructure to the public. The areas under focus transcend a broad span, including water treatment, transportation, health, education, energy, environment, among others. It is a common belief that PPP is a great approach to handle the provision of services and products to the public. The procurement strategy is known as the Public-Private Partnership. As the name suggests, the program is meant to encourage the government to involve the private sector and the general public in the provision of public services. By the 1950s, America had moved on from the turmoil of WW2 and was enjoying a bit of peace and prosperity. The Cold War was but a looming threat that would escalate fiercely in the 1960s—but in the 50s, Americans were generally content to enjoy themselves. Still, the specter of Communism loomed and had been perceived as an encroaching problem in Hollywood since the 1930s. Following WW2, Senator Joe McCarthy began his crusade to raise awareness about this specter by flaunting a list of Communists that he knew were secretly hiding in the American government. As fear grew that the Soviets had infiltrated American society, the list grew to include others in other spheres—including Hollywood, where writers suspected of propagating Communist ideology and subtly inserting it into American films came under scrutiny.
