When I arrived on the shores of the United States, I was naturally apprehensive about the stories I had heard about signs proclaiming “No Irish Wanted.” Fortunately, things have changed a great deal since my cousin Barney emigrated here thirty years ago. There are many Irishmen and women in respectable positions. Many Irish also fought in the American Civil War and attainted positions in government afterward. Being Irish is no longer a shame.

Hurricane Maria was the strongest hurricane to strike Puerto Rico in nearly a hundred years when it made landfall on the tiny island state in September of 2017 (Amnesty International, 2018). Maria followed upon the heels of Hurricane Irma, which had struck the island only a mere matter of weeks before. Nearly 3000 died as a result, according to Puerto Rico’s Governor and tens of thousands of people were displaced and forced to take up temporary shelter that gradually took on a character of permanence as the island struggled to cope with the devastation of the Category 4 hurricane (Amnesty International, 2018). Losses were estimated at some $90 billion. This paper looks at the concepts of the labor market, wage growth and income inequality in the U.S. and discusses them in terms of inflation (caused by the injection of $4 trillion worth of liquidity into the financial markets by the Federal Reserve after the global economic crisis threatened to derail capitalism). It describes what has been written in three news articles in recent years and months, and discusses them with a view to showing that the “best economy ever”—as it is described by President Trump—should not be dependent upon a rate-cutting Fed. A good look at the labor market, wage growth and income inequality may help to explain why the president is so worried about the central bank maintaining loose monetary policy.

Introduction
This is part 3 of the quality and sustainability paper. Part 1 outlined the descriptive method of assessing quality and safety measures in nursing science. It was concluded that administrative data could be used to determine the effectiveness of quality or safety program since safety is the most fundamental aspect of nursing science (Twigg, Pugh, Gelder, & Myers, 2016). In part 2, analysis and application of safety programs were explored and Kenneth E. Waldenberg Health Care facility was used as a model in the analysis. The findings of the paper was that leadership plays a key role in sustaining quality improvement programs in any health care organization (Stetler, Ritchie, Rycroft-Malone, & Charns, 2014). In this third part of the quality and sustainability paper, a change theory that will support the implementation of a quality and safety program will be discussed.

Two provisions in the PPACA (Patient Protection and Affordable Care Act) that impact my current nursing practice are 1) the call for increased access to care and 2) the call for more preventive care. The Institute of Medicine (IOM) in its Future of Nursing report stated that nurse practitioners should be allowed to practice to the full scope of their education and training (IOM, 2010), which is something they are not permitted to do in every state. Many states require nurses to practice under the supervision of a physician, but as O’Brien (2003) pointed out, Advanced Practice Nurse Practitioners (APRNs) were trained to take the place of the physicians who were leaving the primary care field for specialized medicine. Hurricane Katrina Military Response

The major problem that New Orleans faced in the wake of Hurricane Katrina was a lack of preparedness and leadership at both the local and the federal level. New Orleans’ Incident Command System (ICS) was not prepared for the type of flooding the city saw. Prior to the hurricane, the ICS had really only been trained in responding to fires. The ICS failed to know what steps to take to respond to the various needs of the people at the time (Samaan & Verneuil, 2009). The emergency operations center (EOC) was more of a liability than an asset as it had not been trained for such a disaster either.
