Not all of an individual’s Constitutional rights are lost the moment the person is incarcerated. On the contrary, it is there that they become more important than ever because it is in the penitentiary that individuals are essentially cut off from society and at the mercy of the correctional system. The correctional system must, therefore, maintain a degree of authenticity and transparency so that society can be assured that prisoners are treated humanely and in accordance with their Constitutional rights. At the same time the correctional system has to take issues such as security, effective administration, and cultural sensitivity. This paper will show that when it comes to the rights of the incarcerated, the correctional system must be fair and equitable in their treatment and handling of prisoners.

The United States government significantly increased activities in programs involved in the protection of the nation and the world against weapons of mass destruction (WMD) in 2009 and 2010. The Obama Administration, in December 2009, gave a presidential policy directive aimed at countering biological threats with a focus on infectious illnesses whether such threats were manmade or natural. It was the second such directive the Administration had issued. The Quadrennial Defense Review in 2010 emphasized on how WMD’s proliferation was a threat to global security. In April of the same year, the Administration unclassified the Nuclear Posture Review for the first time and it was released alongside the Strategic Arms Reduction Treaty. Introduction
Phillips observed a consistent inverse relationship between wage inflation and unemployment when he analyzed data from the UK spanning nearly a century from 1861 to 1957. The explanation Phillips gave was simple: the lower the unemployment rate, the more employers had to do to attract talent and raising wages was one of the primary ways to do just that (Wulwick, 1987). In a tight labor market, companies would race to quickly raise wages, and during periods of higher unemployment there would be less pressure to incentivize workers as the latter would consider themselves fortunate just to have a job. Since wages offered laborers are linked to prices businesses charge consumers (Lucas & Rapping, 1969), it was not long before economists applied the Phillips curve to inflation in general rather than to only wages.
