The first author, Buss, is a counselor at Hope-Thru-Horses, Inc. in Lumber Bridge, North Carolina and the second author, Warren, is an assistant professor at the University of North Carolina-Pembroke. Citing the high level of dependence on parents and other caregivers, the authors note that children aged 5 years and younger are especially vulnerable to trauma due to domestic violence. Moreover, these young people are particularly susceptible to different types of trauma due to a wide range of events and incidents involving some form of severe in-home domestic violence. In addition, the authors emphasize that fully 85% of all fatalities among this segment of the American population are caused by domestic violence, and this alarming figure only diminishes……

Recent initiatives, such as a national briefing focused on brain injury and domestic violence hosted by the Congressional Brain Injury Task Force, continue to call increased attention to the various intersections and implications of this national public health epidemic (Brain Injury Association of America, 2017). Unfortunately, despite various social advocacy movements, IPV remains an underrepresented problem in the United States (Chapman & Monk, 2015). As a result, IPV and related mental and physical health consequences continue to exist at alarmingly high rates (Chapman & Monk, 2015).

As Webster and Rivers (2018) point out, the notion of resilience has been promoted in a variety of fields and essentially research on it has focused on the need for individuals to “toughen up”—particularly in what has been called a “snowflake” culture, a term popularized by the 1996 Chuck Palahniuk novel Fight Club. As Palahniuk said later when the book was made into a cult hit film, “Every generation gets offended by different things but my friends who teach in high school tell me that their students are very easily offended…The modern Left is always reacting to things. One of the goals of the G. W. Bush Administration, which launched the War on Terrorism campaign, was to “end the state sponsorship of terrorism” (White House, 2003). The top goals of the Bush Administration, however, were to defeat Bin Laden and Al-Zarqawi, as well to identify terrorist organizations and demolish them. The first two goals have been accomplished. The latter is dependent upon eradicating state sponsorship of terrorism. Thus, as shall be seen in this strategy paper, ending the state sponsorship of terrorism should be the number one goal of this administration, as state sponsorship is the primary means by which terrorism continues to this day (Malzahn 2002).

Corruption takes many forms, and can have a devastating impact on economies, and on the effectiveness of government. For that reason, it is best practice to have a code of ethics for managers who are involved in acquisitions, purchasing and contracts. Ethical lapses contribute to a wide array of issues, including waste, a decline in confidence in the institution of government, and underperformance because the wrong vendors were selected. Larezos (2008) notes that when evidence of corruption arises, governments may need to recompete contracts, projects can be delayed or go way over budget, and there can be increased cost to taxpayers as well. If chronic weak governance leaves a populace disenchanted with government, then the political fallout can be severe as well. In essence, corruption represents the trade-off between the personal gain for the government officials in question versus the overall government or economy.
