These policies are enforced based on school administrators beliefs that students are ready to learn when they arrive dressed for success (Adams, 2007). However, school uniform policies have become controversial in relation to their potential benefits and impact on student achievement. On one hand, school uniforms are said to impact school safety and academic success through establishing a positive, beneficial learning environment. On the other hand, student achievement is viewed as a construct influenced by various factors including behavioral issues and class attendance/participation rather than how a student dresses. While school uniform policies have become relatively controversial in the recent past, many schools have established dress codes that guide acceptable and unacceptable dress attires in the learning environment. Low back pain is a common health challenge for both active and former military service members. In the US, residential institutions of learning have had a long relationship with the deaf community. They are the centers where linguistic and cultural transmission takes place. The residential, educational institutions for deaf people serve learners at K-12 levels. They avail dormitories for learners who hail from far geographical distances. Usually, each state has built, at least, one residential program of education for the deaf (Romano, 2013). It has also been noted that large communities of the deaf usually settle near a residential school. This proposal describes the need for an ethical standard in counterintelligence. It discusses how an analysis of the formation of the counterintelligence program under Angleton can provide insight into what went wrong with counterintelligence and how those problems can be prevented in the future. It uses a combination of conflict theory, structural functionalism and critical theory to explore the dimensions of counterintelligence in the 1950s, 1960s, and 1970s. The research design is qualitative with the case study approach to Angleton’s counterintelligence serving as the method. The aim of the research is to provide an ethical framework that could be used to help the counterintelligence enterprise collaborate more effectively with the private sector in the future.
