The reports "The Race to Seismic Safety: Protecting California's Transportation System," published in December 2003, and "The Missing Piece: Improving Seismic Design and Construction Practices," published in 2003, both deal with preventative measures that must be taken in order to reduce the safety hazards that are imposed upon the surrounding communities in California that are prone to earthquake induced damages. Presented from different perspectives with a common goal, the two reports analyze the damage that has occurred in California due to earthquakes and propose changes within building codes and structures.

Besides the subject matter that is being addressed, there are several key differences in the document's formatting that differentiate the reports. "The Missing Piece: Improving Seismic Design and Construction Practices" presents the information as a report that is to be disseminated among a variety of industry and government professionals. The information that is cited within the body of the text is referenced at the end of the report, however there are not in-text citations that are used.
