Although the precise causes differ from organization to organization, the high costs that are associated with unplanned turnover are well documented. In fact, in some professions, replacement costs for employees can easily equal their annual salary or even more, so identifying strategies to reduce turnover rates represents a valuable and timely enterprise. To this end, the purpose of this proposal is to provide a description of the problems of interest and what can be done to mitigate these issues. A description of the implications of implementing the career management program is followed by the key recommendation that emerged from the research. These recommendations include providing employees with a career management plan that motivates them to acquire additional education and training as well as instilling an enhanced sense of organizational loyalty to reduce turnover levels. Public Policy Issue
This policy will mandate that mandatory staffing ratios be met by hospitals throughout the nation. This is an important public policy issue because it would oblige hospitals that are part of the Medicare program to create a committee that is partly made of nurses who can discuss the issue of staffing. As Fowler and Comeaux (2017) point out, staffing is still a major challenge for nurses. If there are too few nurses on staff it can lead to nurse burnout. The right ratio of nurses to patients is required to prevent nurses from being overburdened (Martin, 2015). The reason I selected this policy is because it is clearly important to nurses’ own health and ability to do their jobs. Prior to 1982, share buybacks by public companies in the open market in the U.S. were illegal. That year the Securities and Exchange Commission (SEC) passed Rule 10b-18, which created a legal process for executing share repurchases (Reda, 2018). Since that time, many companies have engaged in share repurchasing. As Egan (2018) notes more than $400 billion were allocated by companies to share buybacks in 2018. The reason this is relevant is that it shows a dangerous trend of allowing considerably vast sums of money to be used in share repurchasing programs: conflicts of interest are inevitable and moral hazard can result (Chan & Hoy, 1991; Choi & Maldoom, 1992).
