Poverty or destitution is a severe problem that has a considerable effect on the ability of children to learn and to progress academically in school. To this perspective, income poverty, parental inputs, and family background, all have a considerable impact on the cognitive development of young children. The impact of income poverty on children's cognitive development is negative and significant. This negative effect is more significant for persistent poverty as it is more harmful to cognitive development than period to period poverty. It is noteworthy that teachers could play an essential role in helping students from low-income families when students face economic and educational challenges. The solution is developmentally appropriate, and culturally sensitive interventions such as the EAP could help young children from low SES families to improve their literacy skills, prepare better for kindergarten and perform better when they get to kindergarten. This paper provides an overview of Butler College Prep, its demographics, and its programs and services for special needs students. It looks at curriculum and instruction efforts as well as at the role of the principal in the school and how he oversees special education services and promotes the power of collective efficacy to motivate and help teachers and parents collaborate. I have both personal and professional reasons for wanting to develop a lifelong learning plan. I am in Clarksville, TN, near the Army post at Fort Campbell, Kentucky and am currently a federal employee—but my goal is, upon completing my Master Degree in Health Care Administration, to work in the Army Substance Abuse program. This is my goal because in my childhood I saw my mother struggle with substance abuse and experienced what it is like to grow up in that kind of environment. While she struggled with addiction, my brothers and I bounced from post to post—there was a lot of instability and we all suffered as a result of it. Karen Ann Quinlan attracted national attention following her slipping into a comma in 1975. In essence, the Quinlan case remains a key reference point in discussions revolving around the right to die. According to Drane (1994) Ms. Quinlan fell into a comma on the night of April 15, 1975 following her an evening birthday party of one of her friends. It was reported that during the party, Quinlan took a cocktail of alcoholic beverages. In additional to alcohol, it was also reported that she took a tranquilizer (Valium to be specific) (Drane, 1994). She promptly slid into a comma. Soon, her friends realized she was not breathing and called an ambulance which rushed her to Newton Memorial Hospital. Efforts to resuscitate Quinlan were unsuccessful and after it became apparent that her comma was irreversible, she was transferred to another medical facility, i.e. St. Clare’s in Danville.……
