What is criminal justice reform? It is the focus on improving the criminal justice system through the implementation of evidence-based best practices, policies that promote greater equitability fairness, and systems that are more cost-efficient (National Criminal Justice Association, 2019). One area in which reform is needed is the issue of bail. Bail is the bond that allows an arrested individual to leave jail while awaiting trial, which could last for many months. If the individual has the money, he may post bail. If not, he is stuck in jail. Essentially, the system favors the rich over the poor (ACLU, 2019). Hurricane Maria was the strongest hurricane to strike Puerto Rico in nearly a hundred years when it made landfall on the tiny island state in September of 2017 (Amnesty International, 2018). Maria followed upon the heels of Hurricane Irma, which had struck the island only a mere matter of weeks before. Nearly 3000 died as a result, according to Puerto Rico’s Governor and tens of thousands of people were displaced and forced to take up temporary shelter that gradually took on a character of permanence as the island struggled to cope with the devastation of the Category 4 hurricane (Amnesty International, 2018). Losses were estimated at some $90 billion. The scientific method begins with the identification of a problem. Questions are asked, data is collected, a hypothesis is formed and then tested. The scientific method is essentially no different from the kind of investigative work that investigators of a crime scene do on a daily basis. They a faced with a problem: a crime has occurred. The questions they must ask are: what happened, why, when, who was involved, where did it occur, and how did it happen? They collect data and using forensic science to analyze the data, they come up with a narrative that answers those questions (Shaler, 2011).
