Introduction
Criminal profiling allows law enforcement to develop their understanding of particular types of crime, criminals, criminal behaviors, and crime-ridden areas. The FBI’s Uniform Crime Reporting (UCR) Program is one data set tool used in criminal profiling (FBI, 2019). However, criminal profiling is not an exact science but rather more of an art and there is a high degree of subjectivity that goes into creating a criminal profile. Thus, when it comes to the criminal profiling of serial killers, there are many factors that must be considered—biological, sociological, environmental, criminological, and psychological inputs. This paper will describe what is involved in the criminal profiling of serial killers, how the process works, who conducts it, what traits of serial killers profiles tend to focus on, and how effective the process is at helping law enforcement agents catch killers.……

The institutional theory deals with the outlines, regulations, standards, and procedures that are formulated in the institutions as commanding instructions for social behavior. This theory gives an understanding of how institutions are shaped, and the societal norms and frameworks are informed to all people of an organization. Communication is the sole indicator of how organizations are formulated with the help of formal rules and regulations, as that would reflect how they are conversed across all levels of the firm and in what way people are obeying them. This would ultimately build an organizational culture for coping with social and political issues. When it comes to foreign policy, there are many different issues in foreign policy that the government needs to address—from tensions regarding missile treaties with Russia to wars in the Middle East to money given to the state of Israel, which has been recognized by the United Nations as a violator of human rights for its treatment of Palestinians in the Gaza Strip and on the West Bank (Human Rights Watch, 2018). Of these, America’s special relationship with Israel is perhaps the most unsettling. The recent riots over the death of George Floyd has stemmed not so much from the killing of an unarmed black man by police but rather from the perception that the black community in general has been marginalized and oppressed for years. High profile celebrities like LeBron James, Steph Curry and Colin Kaepernick have supported the Black Lives Matter (BLM) movement, as have many black communities across the nation. However, for blacks and other races and ethnicities in the military, the desire to speak out against oppression while at the same time honoring and respecting the flag and the rule of law has presented a paradox of sorts.
