History Of Bilingual Education
...Diversity Education, especially bilingual education and its evolution in the United States, has paved its way in every state with differences in approaches and choices of language being taught. A part of US schooling history is its rich history and practice of native language teaching and bilingual education. Ovando (2003), in his study, found that it was about two hundred years ago that American communities first started assembling large numbers of young children to educate them. Instruction typically took place in languages besides English, and in two or more languages (e.g., Dutch and German in Pennsylvania, German and Spanish in Texas, and the French language in Louisiana). The toleration and use of several languages for education and interaction suggest a wide linguistic pluralism ideology in this era (Ovando, 2003). The Declaration of Independence, written in 1776, asserted that “all men are created equal.”[endnoteRef:2] It was an Enlightenment notion: Thomas Paine, an avid follower of the Enlightenment Movement in Europe, had written the Rights of Man to support and promote the ideas of the philosophical revolution that had gotten underway decades prior with Rousseau’s Social Contract and the latter’s pursuit of naturalism in opposition to the Old World values, virtues and order.[endnoteRef:3] The problem that occurred in America was that the Founding Fathers were not of the same mind as Thomas Paine, though they readily used his words and ideas in their Declaration of Independence. Colonial legacies persist in Africa in spite of a post-colonial era (Austin, 2010). These legacies have continued in post-conflict Africa’s history. In Africa, there has been no real unifying factor bringing individuals together, primarily because of the communal aspect of society throughout the continent. Community exists and can be found everywhere in Africa. Structural, dramaturgic and institutional factors in formal institutionalization in Africa of health care has come about as a result of investment, development, and political stability (Ratcliffe, 2013). The relationship among cultural traditions, laws of society, and the symbolic boundaries have served to create the structural meanings behind formal institutions; the expressive dimension, communicative properties and interaction of these elements have made up the dramaturgic, and the actors and organizations themselves have manifested the institutional.
