It has also made it easy for traffickers to move women from one country to another and force them to join the sex trade. According to Brewer (2009), with the increasingly integrated world economy has allowed human trafficking to thrive. Human trafficking thrives since the perpetrators make use of well-organized criminal syndicates that use an array of complex and evasive tactics to evade the law. Money is channeled back to the country through elaborate money-laundering schemes using underground banks. The first chapter in The Practice of American Public Policymaking lays out what the book examines in the succeeding chapters. First, Briggs and Helms (2015) define policymaking as “the activities, actors, institutions, practices, and technologies that combine to ‘deliver the goods’ to the American people” (p. 3). Public policy is defined as “the art and science of producing results” (p. 3). Thus, the book is primarily about American public policymaking and the focus is on conception and practice, which means that both the development and the implementation of policy are covered in the following chapters. Implementation is especially important because it refers to the process of monitoring and evaluating policy.
