Hurricane Maria was the strongest hurricane to strike Puerto Rico in nearly a hundred years when it made landfall on the tiny island state in September of 2017 (Amnesty International, 2018). Maria followed upon the heels of Hurricane Irma, which had struck the island only a mere matter of weeks before. Nearly 3000 died as a result, according to Puerto Rico’s Governor and tens of thousands of people were displaced and forced to take up temporary shelter that gradually took on a character of permanence as the island struggled to cope with the devastation of the Category 4 hurricane (Amnesty International, 2018). Losses were estimated at some $90 billion. The fact that Puerto Rico was still reeling from the damages caused by Irma, which hit on September 6th, meant that local organizations were ill-prepared to cope with a second larger hurricane on September 20th. The determining factors and the relationship between substance abuse and addiction include time, the build-up of tolerance, the development of craving, and the experience of withdrawal so that the individual no longer wants to ever be without the drug. One who abuses substances is likely to get into legal or social trouble; one who is addicted is one who no longer cares about the repercussions and cares only for the high that the substances promise (Doweiko, 2015).
In my own experience, abuse can turn into addiction as the will gradually gives in to the craving. For instance, I have seen people become alcoholics as they start off just enjoying alcohol. Then they begin enjoying it too much and they get a DUI. Then they realize that they need to straighten out their lives, but eventually things do not go well for them and they end up turning to alcohol……

Article Summary
The article describes the public health sector as an institution that was established with altruistic motives, while businesses are considered as profit-oriented. This presents a ground for skepticism on the part of the public health sector, especially to protect the financial interest of its clients/beneficiaries. However, considering the current hike in the cost of care and health research, the public health sector may no longer resist such a partnership due to the observed need for financial support available through businesses (Majestic, 2009). This expected partnership between the two bodies is also seen as slightly mutually beneficial. The public health sector gets the funding it needs, while businesses get top/priority medical considerations for its staff and an improved public image. However, sharing of other resources or brand promotion in favor of the public health system is not usually inclusive of such partnerships (Majestic, 2009).
