12-13. Shared leadership obstacles occur when there is no consensus or alignment in terms of vision. The leaders butt heads and block one another. They cannot agree or, worse, no one in the group wants to make the go-ahead decision. Leadership is about deferring and making decisions, so to solve these problems, the people need to be aware of the reality of their role and position.

Prior to 1982, share buybacks by public companies in the open market in the U.S. were illegal. That year the Securities and Exchange Commission (SEC) passed Rule 10b-18, which created a legal process for executing share repurchases (Reda, 2018). Since that time, many companies have engaged in share repurchasing. As Egan (2018) notes more than $400 billion were allocated by companies to share buybacks in 2018. The reason this is relevant is that it shows a dangerous trend of allowing considerably vast sums of money to be used in share repurchasing programs: conflicts of interest are inevitable and moral hazard can result (Chan & Hoy, 1991; Choi & Maldoom, 1992). Leaders and directors of companies are often incentivized to perform by being given shares and options in the company. When it comes to foreign policy, there are many different issues in foreign policy that the government needs to address—from tensions regarding missile treaties with Russia to wars in the Middle East to money given to the state of Israel, which has been recognized by the United Nations as a violator of human rights for its treatment of Palestinians in the Gaza Strip and on the West Bank (Human Rights Watch, 2018). Of these, America’s special relationship with Israel is perhaps the most unsettling. Israel receives more than $3 billion in foreign aid from the U.S. every year, which is one-fifth of the entire foreign aid budget of the U.S., and the U.S. is further committed to giving $38 billion in military financial aid over the next several years (Sharp, 2018). ...Focus groups School uniform policies have been enforced in many schools over the past few decades. These policies are enforced based on school administrators beliefs that students are ready to learn when they arrive dressed for success (Adams, 2007). However, school uniform policies have become controversial in relation to their potential benefits and impact on student achievement. On one hand, school uniforms are said to impact school safety and academic success through establishing a positive, beneficial learning environment. On the other hand, student achievement is viewed as a construct influenced by various factors including behavioral issues and class attendance/participation rather than how a student dresses. While school uniform policies have become relatively controversial in the recent past, many schools have established dress codes that guide acceptable and unacceptable dress attires in the learning environment.
