Introduction
The trolley problem is an old moral quandary that essentially has no wrong or right answer. It is a kind of worst case scenario in which one must choose the lesser of two evils. For example, a runaway trolley is set to crash and kill five people, but by throwing a lever you might spare those five but take the life of one innocent man crossing a connecting set of tracks. Is there a morally wrong or right answer to the question? And how does it apply in the case of self-driving cars? How should an engineer program an autonomous vehicle to respond to such a worst case scenario? Should the machine be programmed to swerve and take the life of an innocent man on the sidewalk so as to avoid taking the lives of five people dead ahead……

Deception is at the core of counterintelligence: yet, it is a problematic core because of the corruption associated with deception in ethical systems. Mattox (2002), for example, observed that the practice of deception “is subject to limitations imposed by the demands of morality” (4). Unfortunately, morality within the realm of counterintelligence is often the first casualty, as history shows (Valentine 2016). The official beginnings of counterintelligence under the leadership of James Jesus Angleton have illustrated the extent to which the art of deception can create problems within the intelligence community (Morley 2017, 69). Within this community itself there is no standard ethical framework applied (Bailey and Galich 2012, 77). In counterintelligence, there is even less emphasis on ethical cohesion; as Valentine (2016) has revealed, the history of US counterintelligence is fraught with conflicts of interest,……

The “expulsion” of Boris Berezovsky from Russia under the Putin Regime sparked a chain of events that led to Ukraine’s upheaval. Though considered an “expulsion” by the Russian billionaire, Berezovsky was actually summoned to appear for questioning by the Prosecutor General but chose to remain in exile in UK and obtain political asylum there (BBC, 2012). The story is worth telling because what followed in the geopolitical spat between Berezovsky and Putin impacted Ukraine and millions of lives there, and the telling reveals the fragile nature of the democracies of Eastern Europe in general in the post-Soviet era. As Roufa (2019) notes, ethics in law enforcement are essential to prevent behaviors from going unchecked and bad reputations from being developed. Ethics in law enforcement agencies can provide guidelines, identify values that should be promoted, and dictate what sort of actions, behaviors and attitudes law enforcement agents should demonstrate. The Law Enforcement Oath of Office focuses on protecting, upholding and defending the Constitution of the US. It also contains terms regarding how officers should conduct themselves: soberly, honorably and honestly.
Law enforcement agencies tend to codify the ethics they want their officers to follower. The reason for this is that they want their officers to engage in ethical decision making, which means making the right decision morally. This literature review first looks at the history if intelligence oversight (IO) and then explains the current problem it faces in terms of ethics and the arrival of the Digital Age, which has complicated the matter. It next synthesizes the literature on what the various ethical theories are and how this further complicates the issue of IO. Milton Friedman’s quote gets to the heart of the conflict between shareholder theory vs. stakeholder theory. Shareholder theory posits that a corporation’s sole responsibility is to maximize the return on investment (ROI) for shareholders. Stakeholder theory posits, on the other hand, that a company owes a duty to all stakeholders (not just shareholders)—members of the community, workers, consumers; in short, anyone who is part of or who is impacted in some way by the company.
