However, institutions of higher education have continued to experience several challenges, including deteriorating student enrollments, increasing student debt across the United States, and also concerning student completion rates for the different educational programs. The Higher Education sector in the United States is experiencing major challenges. California State University, Los Angeles, is the leading all-inclusive public university that is situated at the heart of Los Angeles and is committed to engagement, service, and the public good. Problem Definition
Binge drinking, according to the Centers for Disease Control and Prevention – CDC (2019), could be defined as “a pattern of drinking that brings a person’s blood alcohol concentration (BAC) to 0.08 g/dl or above… typically happens when men consume 5 or more drinks or women consume 4 or more drinks in about 2 hours.” As the CDC further points out, in every six US adults, one binge drinks a minimum of four times in a month. It is, thus, apparent that the problem of excessive consumption of alcohol is rather widespread across the nation. The issue becomes even worse when binge drinking is increasingly becoming common amongst teenagers.
The National Institute on Alcohol Abuse and Alcoholism – NIAAA (2020) observes that underage drinking is one of the main concerns facing the country at present. In the words of NIAAA……

Taxation in the digital era is an excellent topic for a dissertation because there is an ongoing debate on whether digital companies are paying their fair share of taxes. Some tax experts believe that digital companies enjoy tax levels close to zero compared to traditional companies, yet they earn huge profits. The underlying principle of corporate taxation is that \"profit should be taxed where value is created\" (Sestakova, 2018). However, digitalization challenges this principle because of it difficult to pin down how and where digital companies create value. Also, digital companies rely heavily on intangible assets, big data, and which is hard to value (Sand- Zantman, 2018). Given this fact, there is a need to research problems that tax accountants face when taxing digital profits.
