Introduction
The Ottoman Empire was served by a strong military and centralized political structure, but with territory that stretched into both the East and the West, the Ottoman Empire was also greatly served by its geography and the diversity of this realm. At the heart of its rule was the power of Mecca and the religious significance Mecca held for the Muslims. The relationship among the Ottomans, the Arabs, the Egyptian Ibrahim Pasha and his Sons, the Sharif of Mecca and Ibn Saud in Central Arabia all contributed to the strength of the Ottoman Empire. This paper will examine these relationships, the geographical and diverse characteristics of the Empire and the role that Mecca played in holding it all together. A far greater number of US citizens become victims of gang-initiated violence as compared to mass shootings or terrorist attacks. Gang members contribute to a disproportionately high percentage of the violence and crimes witnessed in the nation. Roughly two-thousand gang-linked murders are reported across the country per annum, which makes up 13% of overall murders in the nation. America's gang-connected murder rate alone (approximately 2 for every 100,000 individuals) goes beyond the overall rate of murders in almost every nation in the EU (Pyrooz & Densley, 2018). The FBI (Federal Bureau of Investigation) claims that as many as 33,000 motorcycle gangs, prison gangs, and aggressive street gangs are currently offending across the country (FBI, n.d.), several of them being highly organized and advanced. The pitfalls of self-regulation are not unknown: object lessons abound in Tyco, WorldCom, Enron, Arthur Andersen, and several others (Pritchard, 2003). What to make then of a proposal for the implementation of self-regulation, thus decreasing regulatory oversight of our company? On the one hand, few firms are going to reject such a proposal as it means less red tape for them; on the other hand, compliance is culture and a culture without it can quickly turn into a slippery slope down the same path taken by the companies already mentioned. Yet, as Omarova (2011) points out, an industry without self-regulation is one unlikely to address the problems that plague it: at some point, accountability and firm responsibility is needed to address issues that by and large elude regulators by more than a few paces. The Incident Command System (ICS) is a standardized organization model or method for incident response and management during disasters. The system is made up of standard management and leadership hierarchy procedures, including processes meant to support various types of incidents. It does not just respect jurisdictional and agency authority, but also supports synchronized efforts among different disaster response and management teams and agencies. ICS supports fast, effective and efficient development of universal planning processes and management of facilities, personnel, communication, and equipment within a common structure of organization and operations. Based on pre-determined standards that involved authorities agree upon, personnel are trained in a common language and processes, and tasks assigned to each. The ICS system ensures that disaster response teams experience increased organization from the initial phases of a disaster all the way to its conclusion (Lutz and Lindell, 2008).
