Deception is at the core of counterintelligence: yet, it is a problematic core because of the corruption associated with deception in ethical systems. Mattox (2002), for example, observed that the practice of deception “is subject to limitations imposed by the demands of morality” (4). Unfortunately, morality within the realm of counterintelligence is often the first casualty, as history shows (Valentine 2016). The official beginnings of counterintelligence under the leadership of James Jesus Angleton have illustrated the extent to which the art of deception can create problems within the intelligence community (Morley 2017, 69). Within this community itself there is no standard ethical framework applied (Bailey and Galich 2012, 77). Parental involvement has long been established as an important variable in student achievement along various outcome parameters. Prior research has shown that parental involvement can lead to the cultivation of strong reading habits (Castro, Exposito-Casas, Lopez-Martin, et al., 2015), student self-esteem and self-efficacy (Ule, Zivoder & DuBois-Reymond, 2015), future success (Hill, Witherspoon & Bartz, 2016), and quantitative measures of academic success (Benner, Boyle & Sadler, 2016; Castro, Exposito-Casas, Lopez-Martin, et al., 2015). In fact, parental involvement can also promote the efficacy of the school s a whole, improving that school’s performance ratings, its reputation, and its effectiveness in forming strong ties with other governmental, human service, and community organizations (Ma, Shen, Krenn, et al., 2015). Race has always been a cultural factor in the U.S. and it is certainly a factor in today’s criminal justice system. James (2018:30) has shown that current “research on police officers has found that they tend to associate African Americans with threat” (30). A significantly higher percentage of the African American population is incarcerated than any other population in the U.S. And, worse, as Lopez (2018) points out, “Black people accounted for 31 percent of police killing victims in 2012, even though they made up just 13 percent of the US population.” The evidence indicates that African Americans receive a disproportionate amount of attention from police and are disproportionately punished and incarcerated because of institutionalized racism within the American ruling class. This racist worldview was evident from the early days of the nation, when the concept of Manifest Destiny was put forward by John O’Sullivan (1845). That concept expressed……
