Assessment is a critical element of education as it allows for the monitoring, learning, creation of educational programs, and the identification of pupils who require specific services. For deaf and hard hearing learners, participating in meaningful education tests is a multifaceted and complex process (Pizzo & Chilvers, 2019). Assessments that are done well will support growth and learning, while poorly and inaccurately designed assessments have the potential to cause wrong decision-making in schools for deaf and hard of hearing learners. This report, therefore, presents three language assessment instruments for deaf and hard of hearing learners, namely Arizona™-4: Arizona Articulation and Phonology Scale™ Fourth Revision, The American Sign Language Proficiency Assessment (ASL-PA), and Test for Auditory Comprehension of Language—Fourth Edition (TACL-4).

Hurricane Maria was the strongest hurricane to strike Puerto Rico in nearly a hundred years when it made landfall on the tiny island state in September of 2017 (Amnesty International, 2018). Maria followed upon the heels of Hurricane Irma, which had struck the island only a mere matter of weeks before. Nearly 3000 died as a result, according to Puerto Rico’s Governor and tens of thousands of people were displaced and forced to take up temporary shelter that gradually took on a character of permanence as the island struggled to cope with the devastation of the Category 4 hurricane (Amnesty International, 2018). Losses were estimated at some $90 billion. The fact that Puerto Rico was still reeling from the damages caused by Irma, which hit on September 6th, meant that local organizations were ill-prepared to cope with a second larger hurricane on September 20th. Immigration reform has almost always been a thorny issue in America. Though it is popularly believed that America was born of a nation of immigrants, the reality is that the original 13 colonies largely consisted of individuals from one specific part of Europe—England—and from the time of the War for Independence onward it was a White Anglo-Saxon Protestant (WASPs) ethic that served as the fulcrum for American power and politics. It was this fulcrum that established the concept of “Manifest Destiny”—i.e., the idea that it was America’s (that is, the WASP’s) destiny in life to expand and take over the land as far as it could see (O’Sullivan). “Manifest Destiny” was used to justify taking land from Mexico and it was implicitly used to justify American expansionism overseas. Age is an important aspect of cultural diversity that often goes ignored. For that reason ageism is a particularly problematic issue. Racism and sexism are often reported on but prejudice against the elderly is not so commonly touched upon in society. For example, the current presidential candidate Joe Biden is often mocked on social media by people engaging in ageist behavior, attacking him for being senile and having dementia because he stutters or stumbles in his speech or train of thought while campaigning.
