As Gaines and Miller (2013) point out, American security forces focus on finding weapons while Israeli security focuses on finding terrorists. The difference gets to the heart of why the Israeli system is so much more efficient. However, Israel has a population of 8 million—less than that of New York City. And New York City is home to just one of many hubs and international airports in the U.S. Approximately 17 million travelers flew into Ben-Gurion Airport in Israel last year, as well—which is about a third of the number that flew into JFK (Zeff, 2017; NBC, 2018). The Caribbean nations of Haiti, Jamaica, and Puerto Rico share in common a history of tumultuous colonial rule. Yet different Old World colonial governments had presided over each of these countries, leading to completely different languages, cultures, customs, and institutions. The French left the most lingering legacy on Haiti, and Haitian slaves ended up leading the world’s first successful large-scale slave rebellion. British rule in Jamaica would also eventually dissolve, as slavery became an untenable model for the global labor market. Spanish-ruled Puerto Rico likewise capitalized on the slave trade and the free labor extracted from it, but slavery in Puerto Rico was less linked to race as it was in either Haiti or Jamaica. This is not to say that Puerto Rico is not as marred by slavery as were Jamaica or Haiti, but the colonial system did ensure a lingering social stratification based on class status. This……

Almost ten years back, the Austin History Center launched a new permanent exhibit on African American history in Travis County that has since inspired local activism, awareness, and community self-empowerment (Castillo, 2018). This strategy builds upon the success of the Austin History Center projects, which include the vast resources contained in the Austin History Center’s African American Community Archivist (2019). Building resilience through the arts, culture, and community pride will be the solution-focused approach to addressing persistent disparities in Travis County, Texas.

Contracting out is often justified according to the principle of economic specialization. In other words, it is best if a particular organization focuses on what it does best. An organization should not spread itself thin. It is also more efficient for organizations to operate on economies of scale. For example, a widget factory can make widgets, and then subcontract its customer services offshore, so it does not have to divert needless resources into training and human resource development. Subcontractors can theoretically provide certain products at a lower cost and thus justify outsourcing.
On the other hand, when an organization subcontracts out it cedes a great deal of oversight to the outside organization. Safety of the final product may be in greater doubt because of the lack of direct supervision of its construction. Also,……
