Introduction
Culture theory is one theory that can be used to explain domestic violence. As Serrat (2017) notes, culture is the set of “distinctive ideas, beliefs, values, and knowledge” that define the way people behave and think (p. 31). This theory suggests that the way people act is based on the inputs they receive from their environment; and peers, groups, and media all go into shaping their perception of themselves and those around them (Bandura, 2018). If the culture in which they grow up signals to them that treating people in an inhumane way is acceptable, then those individuals are likely to engage in domestic violence acts as they feel or believe that it is an acceptable mode of behavior, sanctioned by the culture in which they live. The American society was polarized with the African Americans having a lower edge of protection as opposed to the white majority. The state vowed to protect them against harm but in doing so, formulated a federal agency to carry it out swiftly. U.S. marshals are held in high regard in society since they serve the American people. During slavery, a federal agency was formed through a Judiciary act in the constitution to help handle fugitives. Policing America was necessary post-segregation era since the African Americans needed protection against harm, discrimination, and criminalization. This policy will mandate that mandatory staffing ratios be met by hospitals throughout the nation. This is an important public policy issue because it would oblige hospitals that are part of the Medicare program to create a committee that is partly made of nurses who can discuss the issue of staffing. As Fowler and Comeaux (2017) point out, staffing is still a major challenge for nurses. If there are too few nurses on staff it can lead to nurse burnout. The right ratio of nurses to patients is required to prevent nurses from being overburdened (Martin, 2015). The reason I selected this policy is because it is clearly important to nurses’ own health and ability to do their jobs. Immigration reform has almost always been a thorny issue in America. Though it is popularly believed that America was born of a nation of immigrants, the reality is that the original 13 colonies largely consisted of individuals from one specific part of Europe—England—and from the time of the War for Independence onward it was a White Anglo-Saxon Protestant (WASPs) ethic that served as the fulcrum for American power and politics. It was this fulcrum that established the concept of “Manifest Destiny”—i.e., the idea that it was America’s (that is, the WASP’s) destiny in life to expand and take over the land as far as it could see (O’Sullivan). “Manifest Destiny” was used to justify taking land from Mexico and it was implicitly used to justify American expansionism overseas.
